Apis, Director of the Department of Transportation, Communication & Infrastructure to promptly establish a legal regulatory framework for Digital Government by, amongst other things, overhauling, updating and thereafter continually maintaining & updating the information appearing on the website Legal Information System of the Federated States of Micronesia as part of the implementation of Component 3 (Enabling environment for Digital Government and Digital Economy) of the Digital Federated States of Micronesia Project.
Expressing the Twelfth Kosrae State Legislature's sincerest condolences, acknowledgements, and recoginition to the passing of the late former Speaker's wife, Lelean H. Shrew; and its utmost appreciation for her many years of dedicated services to the people of the State of Kosrae.
Urging the Governor to forthwith issue a declaration of emergency pursuant to Section 13 of Article V of the Constitution of the State of Kosrae and make the following appropriate decrees to cancel or postpone until further notice all upcoming conferences and workshops scheduled to be held in the State of Kosrae and any other decrees the Governor sees fit.
Expressing the Twelfth Kosrae State Legislature’s sincerest condolences, acknowledgements and respect in relation to the passing of the late former Vice Speaker Palikun M. Shrew; and its utmost appreciation for his many years of dedicated services to the people of the State of Kosrae.
Amending Rule 4.5.1 of the Kosrae State Legislature Rules of Procedure, by inserting a new sentence stating that “Live broadcasting of committee public hearings may be decided by majority vote of the committee or upon the Speaker’s approval.”
Appealing to the rest of the lending institutions in Kosrae to emulate the Bank of Guam in their temporary loan repayment deferment program.
To amend Governor’s Declaration of a State of Emergency made on March 17th, 2020 by adding a new Section 10) and reinserting and renumbering existing Section 9) of the order made under the Declaration of State of Emergency when was made on March 17th, 2020 as 11).
To amend the Governor’s Declaration of a State of Emergency made on March 17th, 2020 in the following respect: Section 2) of the order made by the Governor under the Declaration to be amended to read “2) The Department of Finance and Administration shall identify sources of funding that are available to carry out this order and recommend to the Governor soon as practicable additional supplemental budget request to the Legislature.”
To amend the Governor’s Declaration of a State of Emergency made on March 17th, 2020 by revoking section 3) of the order made under the Declaration.
Respectfully urging Governor Sigrah to appeal to the FSM Social Security Administration and FSM MiCare to temporarily cease payments for three months, during this time of the COVID-19 pandemic threat.
To amend the Governor’s Declaration of a State of Emergency made on March 17th, 2020 in the following respects: existing Section 9) under the order made under the Declaration of State of Emergency be substituted with the following section which will read “9) The monies held in the revolving fund of the Health Services are to be accessed and are to be made available in correction with the Governor’s Declaration of State of Emergency as amended by the Legislature” and existing Section 9) of the Declaration of State of Emergency be reinserted and renumbered as Section 10).

Amending Rule 7.7 of the Kosrae State Legislature Rules of Procedure, to modify the Senators’ proper dress code during the sessions of the Kosrae State Legislature.
To amend the Governor’s Declaration of a State of Emergency made on March 17th, 2020 insofar as it concerns: iii) Condition 4 of Section 4) of the order made under the Declaration of State of Emergency.

Urging the Honorable Carson K. Sigrah, Governor of Kosrae State to request His Excellency President David W. Panuelo of the Federated States of Micronesia to promptly contact the Prime Minister of Australia, The Honorable Scott Morrison and the Honorable Senator Marise Payne, Minister for Foreign Affairs and Trade in regards to the Prime Minister’s statement made on March 27, 2020 regarding the G20 Conference where amongst other things the Prime Minister declared at this Conference in relation to the Pacific and Timor-Leste there has never been a more important time for Australia’s Pacific step-up and that Australia is reconfiguring its development assistance to ensure critical health services can continue to function and help its Pacific neighbours and Timor-Leste to manage the immediate economic impacts of the pandemic.
Respectfully urging Governor Sigrah to seek financial support or assistance for the State of Kosrae from the Government of the People’s Republic of China through the Chinese Embassy in the Federated States of Micronesia during this particular time of the COVID-19 pandemic.
Calling for the immediate cancellation of Kosrae State's 2020 school year calendar.
Amending Rule 2.4 of the Kosrae State Legislature Rules of Procedure, by inserting a new item to be called "Delegation Communication" in the Daily Order of Business, specifically to include all relevant communication from the delegation; and to be renumbered accordingly.
Amending Rule 2.4 of the Kosrae State Legislature Rules of Procedure, by inserting a new item to be called "Departmental/Agency Communication" in the Daily Order of Business, specifically to include all relevant reporting and communication from each department of the Executive Branch; and to be renumbered accordingly.
Respectfully urging the Governor Carson K. Sigrah of Kosrae State to request the FSM National Government on behalf of the State of Kosrae to relocate one of its surveillance vessels to a base station in Kosrae State.

Expressing the Twelfth Kosrae State Legislature's genuine appreciation and gratitude to Mr. Bob H. Skilling for his dedicated leadership as a State Senator and further congratulating him for his recent confirmation as the Director for the Department of Health Services.
Urging the Governor in view of his Declaration of a State of Emergency made on March 17th, 2020 and the continuing threat posed by COVID-19 and the need for further precautionary measures to be immediately implemented to practically safeguard against the risk of COVID-19 spreading to the State of Kosrae to urgently procure COVID-19 test kits, laboratory equipment to further analyze and detect COVID-19 and all other equipment necessary to endeavor to prevent the outbreak of COVID-19 in Kosrae State.
Consenting to the nomination of Mr. Randy Edmond to serve as a member of the Board of Directors for Kosrae State Housing Authority.
Setting the ceiling of the total funds estimated to be available for appropriation from the General Fund of the State of Kosrae for the fiscal year ending September 30, 2020.
To amend the Governor's Declaration of a State of Emergency made on March 17, 2020 and extended on April 13, 2020 by adding the following sections under the order made under the Declaration which will impose a curfew on all minors between 6 p.m. and 6 a.m. the following day and granting power to any Kosrae State Police Officer to give directions in relation to such curfew.

Setting the ceiling of the total funds estimated to be available for appropriation from the General Fund and any special funds of the Kosrae State Treasury for the Fiscal Year ending September 30, 2023.
Consenting to and confirming the nomination of Mr. Lyndon L. Cornelius to serve as a Justice Pro Tempore of the Kosrae State Court.
Respectfully requesting Governor Sigrah to rescind the Attorney General's Order dated October 21st, 2022 and further request the election Commission board to stick to status quo.
