Consenting to and confirming  to the nomination of Mr. Alister Tolenoa to serve as a member of the Kosrae Island Resources Management Authority Board of Directors.

Consenting to and confirming to the nomination of Mr. Arkelus Esau to serve as a member of the Kosrae Island Resources Management Authority Board of Directors; and for other purposes.

Consenting to and confirming to the nomination of Mr. Soniwoolner Charley to serve as a member of the Kosrae Island Resources Management Authority Board of Directors; and for other purposes.

Urging the Governor to consider the following Constitutional amendment, to be proposed for referendum at the soonest special election: "Amending Section 3 of Article VI of the Kosrae State Constitution, by strictly terminating the term of a Chief Justice and associate justices, immediately following the expiration of the term, without any possibility of extension or continuation of his or her employment or services and for other purposes.

To amend the Kosrae State Legislature Rues of Procedure at Rule 4.2.6 C, by adding  Micronesia Red Cross-Kosrae Chapter under the jurisdiction of the Standing Committee on Health and Social Affairs (H&SA) and repealing the clause "physical and natural environment" under the duties of the Committee on Health & Social Affairs.

Consenting to and confirming the nomination of Mr. Osamu M. Nedlic to serve as Director for the Department of Transportation & Infrastructure.

Consenting to and confirming the nomination upon Dr. Tholman Alik to serve as the Director for the Department of Health Services.

Consenting to and confirming the nomination of Mr. Johnson A. Asher, Esq. to serve as the Attorney General for the State of Kosrae.

Consenting and confirming of Dr. Tulensru E. Waguk to serve as the Director of the Department of Education.

Consenting and confirming the nomination upon Mr. Rolner L. Joe to serve as the Director for the Department of Resources & Economic Affairs.

To further amend L.R. No. 12-293, by increasing the total funds estimated to be available from the Local Revenue Fund of the Kosrae State Treasury for the fiscal year ending September 30, 2023.

Consenting to and confirming the nomination of Mr. Chang William to serve as the Chief Justice for the Kosrae State Court.

Expressing the Kosrae State Legislature's sincerest condolences, acknowledgments, and respects in relation to the passing of the late former Senator Josaiah F. Waguk and its genuine appreciation for his many years of dedicated services to the people of the State of Kosrae and the Federated State of Micronesia.

Requesting the Office of the State Public Auditor to conduct a special audit on the expenditures of public funds, namely the Utwe Multi-Purpose Gymnasium, administered by the State Department of Finance & Administration and report to the Kosrae State Legislature.

Urging the Members of the Twenty-Second FSM Congress to kindly consider and support in favor of the FSM Constitutional Amendments, most particularly on the revecnue sharing on fishing fees proposal, p for the July 2023 Referendum

Requesting the Association of Pacific Island Legislatures (APIL) to consider a new requirement for each respective legislative representative.

Requesting the Office of the State Public Auditor to conduct a special audit on the Kosrae Housing Authority and and report to he Kosrae State Legislature.

Expressing approval and endorsing of the 2023 Agreement between the Government of the United States of America and the Government of the Federated States of Micronesia, to Amend the Compact of Free Association, as amended, and its subsidiary agreements, namely the 2023 Fiscal Procedures Agreement and the 2023 Compact Trust Fund Agreement.

Expressing the Thirteenth Kosrae State Legislature's sincere congratulations and profound appreciation to Mr. Jesse A. Robert for his relentless commitment and dedicated services leading up to his most recent exemplary achievement as the first native Kosraean ever to make it to the Police Force at Hawaii Police Department in Hilo, Hawaii.

Expressing the Thirteenth Kosrae State Legislature's profound gratitude and sincere appreciations to certain individuals/entities for their generous contribution and support to the successful completion of the Kosrae tennis court rehabilitation project.

Amending Rule 5.4 of the Administrative Rules of the Kosrae State Legislature, to allow the Speaker and a Select Committee on Administrative Affairs to carry out and finalize the proper procedure when contracting for a staff member of the Kosrae State Legislature.

Amending Rule 5.1.2 of the Kosrae State Legislature's Rules of Procedure, to allow a Senator to be deemed present when participating through any virtual platform to be able to engage in the conduct of any legislative session and to further clarify that Senators participating remotely must  engage via video conference while having their cameras on throughout the legislative session in order to be considered present for quorum count, voting and attendance purposes.

Expressing sincere congratulations and commendation to Detective Thomas R. Charley for his remarkable achievements during his career as an Officer of the law.

Expressing the Thirteenth Kosrae State Legislature's highest disappointment and further admonishing the actions of the 23rd Congress of the Federated States of Micronesia in the initial passage of and eventual overriding of the Presidential veto, resulting in Public Law No. 23-30, and finally requesting the 23rd Congress to reconsider revising the formula to the originally-proposed Arngel Formula, as agreed upon by the national and state leaderships during the Chief Executive Council meeting in Colonia, Yap.

Setting the ceiling of the total funds estimated to be available for appropriation form the General Fund of the State of Kosrae for the fiscal year ending September 30, 2024.

Expressing the Kosrae State Legislature's utmost gratitude and appreciation to all Private Businesses, especially lodging businesses, for the genuine and kind-hearted supports in providing lodging for all the special occasions hosted by the State of Kosrae.

Amending Section 5 of Article IV of the Kosrae State Constitution, by repealing, in part, the sixth-month provision regarding a State Senator's vacancy declaration due to incapacitation and absence from duty station, which was amended by the 2020 Constitutional Convention and later ratified in 2021.

Expressing the Thirteenth Kosrae State Legislature's utmost sincere gratitude and appreciation to Kosrae Utilities Authority (KUA) Management and Personnel for their professionalism in restoring and reviving the time period of electrical fluctuation and power outage.

Endorsing the 2024 Overseas Development Assistance (ODA) Priority Projects for the State of Kosrae.

Respectfully requesting Governor Palik to establish a State Special Task Force, to be inclusive of the private sector, non-government organizations, civil society groups, and governmental stakeholders, to join together in developing a unified response to combat the rapid invasion of the coconut rhinoceros beetle and ultimately eradicate this destructive invader from the natural environments of our islands.
